need code help

Icon5 timing one tooth off ? or vac leak

I have a 95 ranger 2.3 4x4 with a 5 speed trans. I just put all of this on new - head, timing belt, crank sensor, plugs, wires, water pump, power steering pump, motor mount, fuel filter. The problem I have is that it sounds like there is a little mis the rpm gauge does not move up and down it is about 900. It don't seem to have that much power when I get on the express way from 3rd to 4th gear it bogs down. And the same way when I go to 5th. And I have to down shift to 4th when I get to any kind of hill. Is the 2.3 that much of a turd? It don't have a catalytic converter just a muffler, but it has both o2 sensors in the pipe. After I got the motor back together I drove it and the engine light came on the two codes are p1443 evaporative emission control system control valve and p1131 lack of ho2s11 switches - sensor indicates lean. Can 1 of these codes cause it the run like this?

It also has a cold air intake filter on it. I was going to take it off and see if that helped. I cleaned it about three months before the head gasket blow out. But it looks like one of the cheap ones and really old so I don't know if that is it.
