99 fuel filter

I am planning on replacing the fuel filter on my 99. I searched and found several posts about fuel filter replacement. I think that I need a special tool to release the hoses. What is the special tool called? Where is the fuel filter located? I have replaced fuel filters on other cars but, this is my first time on the ranger. I have noticed that my MPG is slowly decreasing even though I am doing more steady 60mph driving and less city driving.

i changed a fuel filter on a 99 3L 4x4 and a 98 4 cyl and they were both under the driver door up right by the frame, and if yours is like mine then the front is a snap on kind of thing and the other one you need a tool. There is a tool 4 it, but i would jsut go to advance auto parts and there is a little plug kind of looking thing. i found that it works the best.

The tool is called a "fuel & A/C line disconnect tool". Several different sizes, usually comes as a set.
