1997 Ranger 2.3 running rich

Here is what has been done. Catalytic converter, EGR Valve, Both temp sensors, Throttle position sensor, Idle control valve and cleaned the MAF sensor.
It will idle but most of the time you cannot throttle it at all. Sometimes you can hold the throttle half way and in a bit it will catch up. Yesterday I notice the exhaust manifold getting very hot. Need all the help I can get Thanks

Is it throwing a code, or how do you know it's rich? Hopefully someone smarter than me can chime in as well.

I am showing no codes. I can smell fuel and the exhaust manifold is red hot
