Received sway-bar bushings that don't fit

Hi all. I found all the bushings missing from the sway-bar links on my 2009 FX4. While I ordered a kit for those, I figured I'd better get the one that also included the big bushings that go around the sway bar. But the ones I received don't fit.The bore in them is way smaller than the stock ones.

The place I ordered them from is throwing up their hands as if the 2009 FX4 was issued with several different sway-bar diameters, and they can't help it. This despite them only selling this one kit for that year and model. Can anyone weigh in on this? The bore in the stock bushings is about 33mm, whereas the new ones was only about 28mm. Did Ford really offer three different sway bars on the 2009 FX4 (which seems to be what the place is claiming), or do these guys just have the wrong part in their kit?
