This doesn’t look right - leaf shackles

Hi I’m replacing leaf brackets, shackles and rear bushings on a 99 4x

All parts are new. Should I crush down on the bracket to top hangar?

look, there’s a 3/16” gap. These are hardened lock bolts. I don’t have the bed off so I need to get it close before concealing the bolts or stubby tool shopping.

if I install it like this it’s going to shimmy every turn.

washers?

I threw in some washers, filled the gap nice.
BTW: The bushings pushed right out with a ball joint press and some heat. Thanks O'Reilly Autoparts!
The new bushing popped right in with some grease and moderate, not red heat.

1/2 done. Passenger side has the muffler to contend with.
