‘96 2.3 PCM help

I have been having issues with my Ranger so I thought I would look at the PCM after reading several threads on how the capacitors could be bad. I pulled it out and one capacitor has a slight bulge at the bottom. The other one looks OK I don’t see any burn marks Anywhere . But look at the third picture. I don’t know what’s going on there. Could that be giving me issues? I appreciate any help.

The two caps look OK to me. The 'stuff' on the board in the last pic is not uncommon, and may be cleaned off with a shop rag
dipped in alcohol or perhaps water.
What issues make you think it is the ECM? Do you have codes? Symptoms?

Thanks for replying. I had codes for misfire and it would stall until it was warmed up and running lean. I had spark, good compression and good fuel pressure. Pulled and cleaned injector, MAF, IAC, EGR, and throttle body. So I thought maybe the it was the ECM.

If the coolant and air temperature sensors are failed, the computer will not enrich the cold mix, and you will/may not have fast cold
idle on startup.
The IAC should increase the idle when starting a cold engine to over 1000 rpm, and drop the rpm in steps as the engine warms.
There may also be a vacuum flapper on the air intake system that should get air pre-warmed by the exhaust until the bi-metal
closes the valve and moves the vacuum operated flapper.
