2002 Ford Ranger 2.3l engine

I have a 2002 ford ranger 2.3l with an automatic transmission and 98k miles. Back last summer I replaced the radiator and just didn’t put antifreeze back in it and it froze up this past winter. I tried to get it to thaw. It has water in the oil as well as water coming out of the intake into the air filter. Question 1) Do you think the motor is completely gone or could it be just the head? Possible to rebuild or worth it ? Question 2) If it is shot. What’s my best replacement? Most all used 2.3l that I’ve found are over 150k miles and are over 1k dollars. What is my easiest most bang for my buck replacement?
