what years did the 3 point 0 Valken motor have the bad valve seats

3.0l Vulcan engine got new redesigned heads in 1999.
One of the changes was downsizing the valves from 8mm to 7mm, many think this is when the problem with valve seats started.
Ford's TSB(technical service bulletin) only covered 2004-2006 Rangers, but any 3.0l '99 to '06 could see this problem
