Help! Blown head gasket?

Hey a friend had just picked up a 1993 3.0 v6 ranger it is blowing out a little bit of white smoke constantly not real heavy but it is still there I changed his oil it was not milky or anything I took the cap off the antifreeze and started the truck it didn't shoot everywhere I don't know if that even does or mean anything? someone told me to do it i was wondering if the white smoke could be anything else? Also I did see some clear liquid inside the exhaust pipe wasn't much but it was there.
