0/2 sensor change no power

0/2 sensor change no power

my so called mechanic friend changed my 0/2 sensor on my 2.9 because
the original owner cut the wire at the sensor end and left the connection
end hanging and it meltede on the exhaust before the change it ran a little
rich but revved to the moon now it does not go over 2500 rpms and very little exhaust comes out of the pipe any suggestions? bad or wrong 0/2?
my friend said maybe timing I dont think so what do you pros think?

Did you reset the PCM after? if its been running without it for a while it may have backed into safe mode and now that its getting a signal it may not know what to do with it. Id unplug the battery for 30mins to an hour and let everything reset and then run it through a drive cycle to see if it straighten itself out then go from there.
