Throttle stuck open

I was driving home from work this morning and halfway home I went to down shift and stop and my throttle was stuck open. Im thinking it has to be something to do with the -12 degree weather we are having. I was going to pull it into the shed when I got home to warm it up but it wouldnt start again after I got the door open. When I left work I let it run for 20 mins then drove 25 mins on the highway before I noticed there was a problem. Does anybody have any idea what might be going on with it? I need it to bust through the snow drifts to get back to work tonight so any help will be greatly appreciated!

It must have just gotten frozen somehow. I left it here last night and took my brothers truck to work. When i got home this morning It started right up and now it parked in the heated garage unthawing.

Could be some water got in the throttle cable and froze.
Or water in the throttle plate shaft.

But you would think this wouldn't be an issue after warm up.

Although with the cold air coming in the upper intake(throttle plate) stays pretty cold.

I would also check the throttle plate return spring.
And cruise control cable if so equipped.

Was the gas pedal actually loose, not coming up?
Or were the RPMs just not coming down?

The pedal was loose but the RPM's wouldnt come down if I had the clutch in and it would accelerate down hill in 5th gear or I would have to use the breaks to keep it running a certain speed even in 3rd. It must of somehow just got water on it and froze but I dont know how. Hopefully i wont have anymore issues with it since its not normally that cold here.
