What is this hose?(Pic)

I found that in the engine compartment of my 02 3.0 ranger edge, this hose mounted behind the throttle body (the one with the yellow zip tie) was kinked, and comes out of the hole where it goes into the engine block fairly easy. What is this hose and the purpose of it?, there is buildup of something around it so my first thought is it is coming from there

Ok figured out it is the pcv hose, still should it be kinked and have a lot of play in it?

That hose is subjected to allot of nasty hot chemicals from the crank case, so they deteriorate/rot.
It looks like it needs replacing _ replace the PCV valve too.
If the hose fails, a massive vacuum leak will occur.
You see the mess around the PCV valve of caked on oil, it's already leaking some.
There's usually a big rubber grommet that the PCV valve fits into on the valve cover, that may need replacing as well.
