2011 4.0 cranks no start

Has new Fuel pump. Relay is switching fuse is good
Straight 12 V overlay wire right to pump. Still will not start. Relay activates. Could a faulty PCM be causing this or maybe a ground issue. Bad fuse box.
anti theft PATS system issue. Any help is appreciated.

1) I've read here that cheaper fuel pumps can go bad real fast. What brand did you buy / install?
2) Does electricity go to the "overlay wire"? I assume that wire is a repair. What happened to the original wire?
3)"anti theft PATS system issue", you say? Do you have the flashing THEFT light on the dash?

from my notes:
If you leave the key on with THEFT light flashing and wait 45-60 seconds the THEFT light will start to flash a 2 digit code, 11-16.1 flash…a pause then 1-6 flashes…..longer pause then repeats.
These are what the codes mean
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.

Caution: If you trigger the PATS system, "flashing THEFT light", 4 times then PATS will go into LOCK DOWN, it thinks a theft is "in progress"
You have to wait 90min to 2 hours before it will reset
Unhooking the battery doesn't help to shorten the time. It lengthens it to 90 min.

The timer restarts when the battery is hooked up again.
