Water pump bolts leaking oil?

Water pump bolts leaking oil?

I have a substantial oil leak coming from the drivers side water pump area. I assumed it was coming from the top of the timing gear cover where it meets the block. There is so much crud everywhere it isn't exactly clear, but there is fresh oil on the two water pump bolts in that area. When I removed the water pump I discovered the threads of the two bolts in question were covered in oil. I had planned on replacing the timing cover gasket and the whole nine yards, but maybe I just need to throw some silicone sealant on the water pump bolts. Has anyone seen oil leak from these? My guess is that the water pump was replaced once upon a time and the bolts were never coated at that time. It's always leaked oil, but recently when I changed the oil it began leaking much worse.

The waterpump bolts are a thru hole into the block. Put gray RTV on the bolt threads
