I have a 95 Ranger with a 4.0 5 speed. Can a clogged cat cause the truck to idle rough and run on 5 cylinders?

sometimes , but more than likely you have a dead spark plug wire

i would recommend that you replace the spark plug wires as well as the ignition coil

ignition coils start to fail after 4 years

Clogged exhaust is noticed FIRST at highway speeds, a lack of power above a specific RPM as the back pressure builds up in the exhaust system.
It would idle fine.
