ok guys, heres the real deal

the bottom line is you dont want ANYTHING turning on or off, fuel pump, fans, amps, radio, lights, ANYTHING, when you are reprogramming your PCM. any small hiccup in the electrical current could corrupt the tune you are loading, possibly permanently damaging your PCM

That being said, i have never pulled any fuses on any vehicles, but, as a retailer, i would strongly recommend that SOMEHOW you prevent any devices from activating or deactivating while loading a tune

~2 seconds after each key up with the engine not running. If it pumps continuously with the engine stopped, it is broken.

Could be the PCM ground driver for the fuel pump relay not releasing. Couldnt be the relay as it turns off when you turn the key off right.
