Dose removing the air cone in the air box really get you more HP

There aren't any noticeable gains from it. All I know is it sounds cool. Thats about it. I may be wrong though.

its only a noise reducer.

No worth the time if you want to make it sound like you have an intake! I think it helps a lil with air flow as well... MOSTLY for sound.. I did it on my 2000 when I had it

I would take it out, I did before I got my CAI. It gives you something to do and its not going to hurt your trucks performance. Its only going to help it if anything at all.

I don't see why not... I know CA has strong Emissions ****, but you should be fine... Doubt it'll change any of your emission levels other than sound, but that's not emission lol
