Slow acceleration on highway

I recently bought a 95 ranger and took it out for a drive. Acceleration seems fine at lower speeds but when I got on the highway I had to floor the pedal for a mile or two just to get to 70. With the pedal floored I can only get to about 72, 80 if I'm going downhill, also slows down when going uphill. It never seems to get very high RPMs when accelerating either.

i would start there...it should kick down a gear or even two when you floor it on the highway
