JUst my opinion, Cam will help, Exhaust will help especially if you are doing an intake too but HEADS, unless you are going to turn up some high RPMs there is almost no need to rework heads.
Aftermarket heads are usually for racing and high RPMs too.
Porting may help some but polishing is of no use on the street, the fuel/air isn’t moving fast enough to gain much from it.
again just an opinion, get a cam with some extra lift built in, a cam lit would be good too and if possible get the kit with valve springs.
Call a cam manufacturer and talk to a Cam Tech, tell them all the specs on the truck and what you want to do with it, get their suggestions and again mention a little more lift for the cam.
Higher lift give you a little more fuel in the cylinder and gets you a bigger bang to develop more low end torque and more higher HP.

If just a street truck... spend your money on the rest of the stuff you mentioned not the heads. It will help for a good valve job, the cam kit should have the new valve springs designed for the cam's lift.
If you get the extra lift built in the cam you won't need any high lift rocker arms later on.

A 5.0W is hard to beat.
I did an '88 Ranger w/'93 5.0L nice package drove really well with 3.73 gears and 33" tires.
You have to remember a 4.0 is still a 4.0, there isn't much torque there, the cam will help, all the add on will help but in the end it is a 4.0.
The 5.0 stock in Mustang GT trim is by far more powerful than a mild reworked 4.0.
Also, I got the same mpg with the 5.0 as the 2.9 I had in the '88, I used to really push the 2.9, did't need to push the 5.0, it had all the ***** you would ever need.
If I wasn't moving to Southern Cali I would do the 5.0L conversion.
Good luck with the mods, it should work out well.
R u rebuilding the rest of the motor ?
Have you considered a super charger for the 4.0 ?
If you have considered the super charger then you will need a different approach on cam, etc.

Yeah I really wanna do a 5.0 but I'm just looking at all the options first I just finished black interior with a hurst shifter and I'm doing coilovers next month so after that come the motor .. I'm just trying to figure out if putting the 5.0 in is gunna be hard or easy since I have a stick right now it might be hard to convert to a auto and I don't know if there's any good manual trannys that line up well with out trucks

I have not done a late model 5.0 but I would instead of doing the 4.0.
Manual trans is the big question, there has to be someone that has done it, search it.
An auto can be done and with a shift kit it will shift as hard and faster than a manual and some auto trans have a reverse pump to slow the truck when down shifting.
Maybe some measuring is in order.
If tot was me, I would get a manual trans engine setup with the correct computer, then make a new mount for the trans and make a new driveshaft.
Not as easy as it used to be but to me possible if you want it.

If possible I would stick to the manual, something about being in control but I think it is the best way.
The V-8 auto, with shift kit, was nice worked flawlessly but the manual is the way if possible.
Again check out the threads on the site and see what is available for info on the manual swap and check out places like Advanced Adapters and others about manual setups.
The biggest problem form what I have read is the headers for the 98+ V-8 swap, the only set called out are the Torque Monsters, $750, ouch, a lot of money and to me not as clean as I would like them.
As far as swapping from manual to auto I had no problem with the ’88 setup but the newer truck have the computer to content with and I am thinking that will be changed with the V-8.
Another thought, although few and far between look for a v-8 Explorer with manual trans, get all the accessories, the engine harness and computer, in fact if you can get the vehicle and junk the body after you are done.
My wife drove a V-8 Explorer with stick, it was nice but the trans went out once, the new one was great.
