whats the watts on the sub and the amp???

Sounds like an overheating problem in the amp or there is high resistance in a circuit internal to the amp and it works fine with low current and can't handle high power.

sub=600, amp=800 maxed, rms for the sub is 300 and for the amp is 400 rms

he can only turn the volume up about halfway around 20 , if he goes higher it cuts off

and he says its not overheating

Blown fuse?

ohm load may be too low what voice coil configuration is the sub? recheck ground and mount it to solid area that is free of oxidation, paint etc... then use a washer with two screws thru it so it does not move. i would definitly check the ohm load you are working with first and what the amp can handle.

probably has his gains too high.. turn them down. it's going into protection mode (the amp will stay on, but won't allow itself to power anything) until you correct it (turn it down with the volume knob, or turn the gain down on the amp itself). anyhow, turn down the gains.
