Cleaning surface rust?

I have a receiver hitch from my last truck and i was trying to clean off the rust on it and i was wondering what the easiest way to get off the rust so i can paint it over again

Is it all over the receiver?

If it is just in spots use some sand paper

Yeah its just in some spots, you think steel wool would work the best getting off the rust in those spots??

Wire wheel would be good if it is really bad.
If it isn't that bad kinda thin steel wool or sand paper to get it off would work just fine
