Can I use a new duratec 2.3 head gasket?

Not sure but would think they are the same, if not, what is a good brand to get that's rated for turbo charging?

Not sure what you mean by new Duratec 2.3l?
2001.5 to 2011 Rangers used the same 4cyl engine, dropped IMRC and heated thermostat after 2003 but that didn't effect block or head

Ford used the Mazda L 2.3L-L3-VE and renamed it Duratec

Mazda did make a 2.3L DISI Turbo-L3-VDT, which may have the same head gasket rated for higher compression ratio

Ford Ecoboost 2.3l is similar but different head I think, not sure
