Front brake problems

Front brake problems
My front drivers side brake sticks .only when its a raining or snow on the ground
I have replaced pads... but not rotors....twice ... so I know they need done ..
But a friend said possibly the flex line to the brake maybe caving in ??
which he said would not allow caliper to return properly....
also been feeling a slight pulsating when coming to slow stops..
and an up down shimmy... but not @ high speeds I haul a 5x10 box trailer...
so I know there getting a work out..Thanks for your help!

follow up on front brakes
well I replaced pads and rotors ,greased all the slides properly.. I was very surprised too find that the rotors had very little wear and the pads weren't too bad.. I did find that the grease cap was missing on the driver side...including what appears to be a bearing that fit tightly on the spline of the bearing hub..I also noticed a slight play in the tire when i shook it side to side (under an eighth)
so i,m assuming wheel bearing problems ...The shimmy is better but the brake
on the driver side still seems to lock up slightly.. were to go from here??
