94 Ranger 2.3 wont run
Okay even though I'm a little confused I check the timing on number one on both sides since my timing belt cover is missing at the bottom I don't have any indicator like 10 degrees 20 degrees but I can see where I marked Crush Washer behind the balancer and it looks like the light is flashing where the timing marks are

SPOUT is SPark OUT, it is the connection between computer and ICM.
Computer advances spark quite a bit, so to set BASE spark timing you need to disconnect computer from ICM

You don't, but it will tell you if Crank sensor is timed wrong, and it might actually start because it will fire closer to TDC

If you know about distributors then you know about centrifugal(weights and springs) advance and vacuum advance
Computer does that part for distributorless systems, crank sensor and ICM does base spark timing

Most probable cause is that the Crank sensor is not placed correctly, reason is you changed the timing belt, and then it wouldn't start, so best guess is it got moved
You can try a reset now that engine is running
Unhook battery for 5 minutes, leave SPOUT unplugged
Hook up battery and start engine, let it run for 1 minute or so
Turn off engine and key off, and reconnect SPOUT
Try to restart

A tool is required to set it up, but you usually don't need to set it up again when changing timing belt, you do when you change the crank sensor

Just a plastic part, usually comes with new Crank sensor, but can be purchased separately, although not in real high demand any more, last needed 24 years ago, lol
1994 was the last year Rangers used this type of crank sensor, 1995 used VR sensor, and it why you can't swap 2.3l engines made before and after 1994

I really hate to keep bothering you I have the tool that you are talking about I didn't know what it was for when I bought the new censor but I do not understand how to use it the picture doesn't show very much or at least I'm not smart enough to figure out when it means LOL I don't understand how you adjust the crank sensor when it's got a bracket that bolts directly to the engine and then the sensor bolts directly to the bracket don't see any adjustment

Just click down arrow in popup when it comes up
Basically loosen crank sensor bolts
Install tool
rotate crank 1 full turn so tool aligns sensor, its an up and down alignment mostly, tighten bolts, remove tool
turn crank 1 full turn to make sure "vane" does not contact sensor
I did this one time almost 25 years ago, so maybe not the best one to answer it

Well I see how that you will work I have heard it on the center and rotated the shaft to make sure everything is in Center I have did this about five or six times still will not run where that plug up to advance the time I hope yet and it runs I am fixing to see how it runs with it unhooked don't know what else to do but I do understand the tool they sent the wrong slide up and down just a little and when you put that tool there and it doesn't touch it anywhere when you're rotating it it should be right don't know why or what is causing it but it will not run with the Spout plugged up
