Possibly worn clutch?
So i just bought a 99 ranger 4 cyl 5 speed off my brother, so far the truck seems great other than one issue, the clutch doesn't engage until the pedal is almost all the way up, i don't know a whole lot about clutches but my guess is that maybe it's just a worn clutch? It doesn't slip or anything but any other clutch I've driven has engaged further down, thoughts? Ideas?

Welcome to the forum
Rangers all have SAC(self adjusting clutch) pressure plates from factory
So pedal engagement shouldn't change over the life of the clutch disc
Some people chose to use regular pressure plates when replacing worn out clutch, and then it would change over the life of the clutch disc, low to the floor when new and the gets higher and higher as clutch disc wears down.
Since there is no external adjustment, which was available when using regular pressure plates, clutch disc life would be less.
Since vehicle is new to you there is no way to tell whats inside the bell housing as far as pressure plate.
If clutch isn't slipping then all is well.
If pedal was low or not disengaging very well when stopped, i.e. hard to get into 1st gear, then the system might need to be bled to clear air out.
But this is not the case for you so drive it until it starts to slip
