Bedliner + Rust?

I was going to put on a roll on bedliner and put it on the bedrails as well but there is a little surfaced rust on the rail. If i put on some rust removal i dont think that the bedliner would stick. also, if i sand it down to bare metal and spray some primer on it i dont think it will stick to that either. what should i do about the rust cuz i dont wanna just leave it to get worse

Sand it down and shoot it with a few coats of primer then ruff the primer up with sand paper before applying the bedliner.

Yes, don't sand the primer smooth just get it ruffed up.
