brush guard mounting Q's ('91)

How do the mounting brackets of a brush guard mount to the bumper mount on a gen2 ranger?

The front bumper mount doesn't bolt up to anything. Am I supposed to drill a hole through the bumper and frame?

Here is the stock bumper mount.

The brush guard bracket holes do NOT line up with the bumper mount bolts. If one hole lines up, the other one does not. Are they supposed to? Or should I be drilling new holes into the brush guard bracket?

The alternative is if I seat the bracket a little farther back, which would only allow the bracket to bolt into one hole (at the top). The brush guard would then also mount a little farther back.

Any ideas on how to do this properly?
