Windshield Wipers Don't "Park"

Hi folks - The windshield wipers on my new (to me) 4x4 2004 Ranger Edge stop wherever they were when I turn the wipers off. Any ideas about what might be causing this? I'm better at troubleshooting mechanical things than I am electrical and this seems like an electrical problem (relay, multi-function switch, etc.).

I found a TSB listed for this (TSB 042122 - Windshield wipers do no park when switched off - vehicles built prior to 3/31/2004), but can't find the actual TSB to look at. Anyone know where to find them?
