Optimum angle for trailer?

I have my receiver tube coming out right under my license plate... this is an old picture before I installed the receiver, but you get an idea where it will be.

Right now I have a 2" drop ball mount.
The trailer I need to pull sets level at about 12" - 13" off the ground front/back.

With the 2" drop, the front of the trailer is about 6" to 8" higher than the rear of the trailer. The rear is about 6" to 9" off the ground at this angle (which I know isn't great).

What is the best angle for a trailer to be setting at, either loaded or empty??
Should I use a 6" drop to get the front of the trailer back down to earth?

I thought when I designed my hitch tube that it would be plenty low to the ground so that a 2" drop would be good enough for most small trailers.

I don't have any type of lift, just 32" tires on my 4wd, yet I've seen several full sized 4wd trucks with 2" drop ball mounts hauling similar trailers and they seem to be a lot closer to level than my setup even though their trucks/receivers set higher.

Any ideas?
