Floppy Fender

So.... I have a 2003 Edge with the stepside bed. My rear passenger fender flaps with every bump I hit, and annoys the bejeesus out of me when the rear slider is open. Just wondering if anyone has had this problem, and how they went about fixing it. It looks like the support, under the step, has rotted just enough to allow the bracket that secures the step (AND the fender) to the body to fall out. I've got some ideas on how to fix it, but I wouldn't mind the extra input and expertise.

It's not that easy.... it's part of the bed.
