I believe that you may be describing the plastic fender flares. Yes, you can take them off. On my 2003, there are several holes punched in the exposed part of the steel fenders for a second row of concealed fasteners. Removing the flares exposes those holes and the flares usually leave a rub mark on or through the paint, too. If your 97 installs the same way, you won't be happy with the results. Mine has no adhesive so there is a possibilty that the fastening method may be different on your truck.

I took mine off my 93. NOT worth it had to put them right back on cuz the paint was so much darker under them and i couldnt buff it in like if you removed a emblem or something.Waste of time is my guess i dont know if your 97 would not be as bad though

Its a black truck you don't notice the holes. thats how i had my truck for the longest time. Still have the holes in the rear, i just cut the fenders so you don't notice them as much.

You could always try painting them black, or putting Bed coating on them like a couple other people on the site have done... Might make you dis-like them less... ?

The Level II's have black flares that look very good on a black truck, IMO. They're not cheap but they're cheaper than body work and paint.
