New valance but what are those?

So I got my new lower valance yesterday, thanx garryyjr, but I have no idea what these are:

They seem to fit here above the fog lamp where it attaches to the bumper:

What are those? Reinforcement, Shims, what?

They are some type of reinforcement so that the bolts dont rip though the valance, not sure how well they really work though.

Will do. Thanx

Also I wont rip it off again because I don't offroad it anymore. I'm trying to sell it. I personally think my truck looks better without it and it does give me a better approach angle.
