tailgate wont latch
 

the tailgate latches on the sides wont latch when i push the tailgate closed. I pulled it apart to check and it appears the sort of plastic bushings (black pieces in photo) between the actual latch and the latch housing gets shoved out of the way when i push it closed without opening the handle. Do i have to replace both the latches to fix it? and are there kits for all the other plastic clips in the tailgate?
