Mine use two types of plastic fasteners. Around the inside rim of the wheel well it's the push-in corrugated type like is used on trim items inside also.
But the top edges are held in with ones that clip into the flair, then into holes in the outer surface of the fender.
Once you've removed the trim ones, you can pull the flair out to get a small screwdriver in and compress the locking tabs and the fasteners pull out of the fender pretty easily -- but if you don't know how they work they are really a pain.

I just muscled the back of the flairs off and then pulled them off from there, it bent the flairs a little but i was trashing them anyways. the rivets got torn in half from me pulling it out like that. I just went back and poped them all out. It looks more rugged with the holes, i like it.
