One of my buddies in highschool had strobes on his f-150 like construction vehicles have...It would be funny when we pulled up to field parties and stuff he would hit those lights and a few people would start running...It only worked for a little while before everyone caught on.

As for the op's idea, if you want to look like a cop, go spend $1500-$2000 on a crown vic that still has the bars on the front and a spotlight. Ive even seen them that still have the wiring for the lightbars and stuff. Cheaper than doing that to your truck, and you would still have a normal vehicle if you didnt want the attention.
