you can make a press out of some scrap I beam and some C channel me and my grandfather made one for his shop and just put a bottle jack in at first then upgraded to a stronger hydrolic ram it works great
i dont know what kind of a shop you have but if you have a good metal lathe you could probably make the dies as well. me and my grandfather make many tools on the lathe and milling machine and it is a lot cheaper then buying them

IIt really dosen't take that much force.......

A HF 12 ton press is way more than enough. What limits you is material thickness, you cannot dimple greater than 10 gauge without tearing......

Light Racing has the best I have used, $315 for a set of 5......
