Low RPM power house 2.3L

Hey everyone, I am looking at putting together a turbo package for my Ranger with the 2.3L Lima.

I'm not looking to build a race truck or nothing and trying to keep my goals modest, 200+ HP and 250+ ft. lbs. torque and all this at or below 3,500 rpm's.

Name brand turbo, no ebay turbos!
log style exhaust manifold
42# injector
fuel pump
intercooler
forged pistons
3" exhaust
tuner

This is going to be built on a 96 2.3L dual plug head bored .030" over, fresh rebuild.

So, I read somewhere that a t3/t4 hybrid is good but a gt20 or 25 is a better choice for low rpm boost. What turbo would be a good choice for power from off idle to 3,500?

What is the common tuner people use to tune N/A 2.3L when they go turbo? I was thinking Tweecer, I don't know thats why I'm asking yall.
