2000 Ranger 3.0
The vulcan is a good motor, but it is a bit wheezy, expecially with taller rubber. Theres some power modifications availible but its often more economical to do a 4.0 swap once the 3.0 blows. Or a 5.0...
I cant really tell by the pic what 4x4 system you have in that rig but I'm sure one of those guys knows, but in the 4x2, changing the gears in the rear end can help. The ratio will help you decide if you want more climbing power, or more speed of course.

Not sure I would do 4.0l swap, 5.0l V8 would be the better choice, same exact work to do either
Not really anything cost effective to boost power in the 3.0l Vulcan, Tom Morana racing has some things but $$$, seen here: Tom Morana Racing Engines
Switching to an electric radiator fan frees up a few HP, not much but not 0 either
As said higher ratio differentials get back some of the "pep'" lost with the larger diameter tires, i.e. 4.56 would be what you would want, you don't get more power you just get the same power but at lower RPMs
Unless you are racing in a 3 liter limited class I wouldn't spend alot on your 3.0l engine, buy an 1997-2001 Explorer/Mountaineer with V8 and swap it in

Ok I did an axle swap to a 31 spline axle tube with 31 spline nitro axle shafts from a 95 explorer with spartan lockers. Still a 4:10 ratio. Changed clutch fan to electric fan. Also installed power stop calipers. 4 routers now no drum brakes anymore. Stage 3 clutch and a throttle air spacer. It gives better response. Dual exhaust also. I can definitely feel the difference now. I wanna stay with the 3.0 cause of its reliability. Definitely works terrific on hills, mud etc. Yeah it's not for racing. Check out my pics. Alot of time and $$$ spent doing it. Proud Ranger owner.
