99 ranger help needed

Icon4 99 ranger help needed

I have a 99 Ranger 2.5 L. i have what appears to be a fuel problem. I changed fuel pump a few month back because it failed. Now I'm having similar issues as before the pump finally failed. I can be going highway speed, truck just sputters then acts like the fuel has been shut off. push accelerator to the floor, and no increase in power, actually lose power! I thought I may have purchased a bad fuel pump and replaced again! Same issue as before. Truck will often run fine and start fine but will daily experience what seems to be a fuel starvation issue. Today when this happened, I quickly turned the ignition off then back on while driving at freeway speed and the truck started acting normal with normal power and acceleration. This happened a few more times while on my way to work today, and each time it happened i performed the same (key off/on while moving down the freeway) procedure, every time the truck started acting normal and resumes full power and normal running. Also, i'm getting horrible gas mileage (nearly 70 miles per tank less) since this issue began. I have also installed a new fuel filter. Hope someone has an idea. thanks in advance.
