NYS inspection question
Hey guys, I'm planning on doing a V8 swap into my '98 Ranger once I retire it from dd duty. The shortblock is coming out of my fox body when I swap in a dart block, my plan was to complete the motor with junkyard parts and a carb and drop it in. Here the problem arises. The truck is a 98, so as far as I know emissions testing via the ecu is required. Is there any way around this to get it to pass inspection? Thanks.

By mid-year 09, they will have the snifffers in all Counties and bi-year ' smog ' checks will start.
The ONLY way your going to pass that test is with an ECC4 or newer setup with mass-air ( IE: 5.0 FI setup ).
Im in the same boat but you have an advantage, your truck is a 98, the pushrod windsor blocks were still an OEM engine. My truck is an 03, the windsor platform was no longer in service. Legally I cannot do such a swap and have my truck street-legal regardless of what the inspectors/smog rulings will say.

The Peoples Republik of New York adopted Kaliforneyia's C.A.R.B. and emissions checking as well keeping their own.
Theres 2 parts to the inspection : Safety and Emissions/OBD.
If you fail the safety part, they charge the 20+ $ for the inspection and you have to do it again. If you fail the States Emission part, under the new rules, The state ' Environmental Offices ' will be warned and you will be issued a citation.
I have YET to find out whom runs or where this ' Office ' is located. I was advised of such after harassing 3 different Assemblymen ( State Congress ). They didn't know either.. yet they helped write this ' law '.
I believe NYS *might* adopt a crusher law. Time will tell.

So I've gotta find a 5.0 wiring harness and computer from an Explorer. Damn, I really wanted to go carbed.

in attempt for the state to make money somewhere? or keep the mechanics busy? whats the reasoning behind it?
my air here in Indiana is pretty dang clean for no emissions testing
