Icon5 Broken fog light

I noticed the other day that my right fog light was burned out. I looked up under it to take the bulb out, and a whole lotta water came with it. What do i need to do to fix it, and how do i go about getting it off? I am assuming the valance has to come off first?! Help would be appreciated!

Is it the factory 99 fog lights? If so I have no idea how they are mounted.

Edge bumper FTW.

Or you can take your fog lights out with a hammer and have some sweet speed holes in your valance.
