My 2.5L (which is what you have, not a 2.3, 98-01 1/2 was 2.5L) had the same issue and appeared to have a clogged heater core.
Turns out it was a bad water pump. The impellers were gone. So it doesn't have enough force to push fresh coolant past the sensor and on to the heater core but just enough power to push it through the radiator.
