yes. loosen them up and have 2 buddy pull up on the bumper, make sure its straight and even and retighten.

ok dnt think thoese are the rite bolts or atleast not the only ones i have 2 loosen cause my bumper didnt budge when i did..

There are 4 nuts that you loosen to let the bumper move. Look on the inner side of the frame rails.

Your truck has a body lift which means that it also has aftermarket brackets to reposition the bumper after the lift. That's what is making your bumper adjustment different. You actually have 8 bolts involved, not 4.

If you only loosen the bolts in the photo on each side, it won't move. There is another set on the inboard side of each of the frame rails. You can just barely see the washer for one of them in the 3rd photo.
