Truck too old? ELM327 too cheap? Computer gone bad?

I purchased one of the Mini ELM327 devices off of ebay. I did a quick google search, and others who have rangers said they work.

It powers up, my phone can connect, but it acts as if the adapter cannot talk to my truck. I've tried 3 different apps on my Android and one app on my WinPhone7.

It works in the wife's '07 Outlander on my Android and WinPhone7.

I have a Acctron 9180 that I bought years ago and it works just fine. 98 year should be well into OBDII compatible.

I purchased a bluetooth model and currently use the OBD DROIDSCAN PRO app. It works perfectly with my '03 Ranger.
