You should have a key to put into the spare-tire lock. If you've never removed it before, get some wd-40 or a lubricant and spray it in side the lock to loosen it up. Turn it and then pull out to REMOVE the lock.
Behind your seat you should have your jack area with the pieces to connect to form the long rod. Just put the hook end into the hole (where the lock was) as far as you can, and start crankin'. If it's the same as mine it's just held up there by a wire and some sort of holder, and it will start lowering towards the ground.

It would be a long, black key with a Ford emblem on it and not the ignition key...it has a stubby key at the end of a long, cylindrical shaft.
There are only 25 different key codes for those keys. F001 - F025. You can easily buy replacements on eBay by searching for "Ford Ranger Spare Key." I was never able to buy one from a dealer...they kept referring me to a company called McGard, which does not make the spare tire keys for the Ranger.
You just insert the key, turn, and pull and the entire lock itself out of the truck. It comes out to reveal a clear shot to the bolt you use to lower the spare.
Here's a guy on eBay selling one right here...look at the picture.Click here

I would get one of these locks if I were you. Never know when some assface will come along and try to steal your spare. You probably won't know it's gone until you really need it. I paid $15 for mine.

hmmm i suppose... but i doubt anyone will ever steal my spare.... its nearly bald anyways with a bobo rim... round here they just take your whole truck :D i had a guy break into my truck get it started and he couldnt figure out how to drive a stick shift! needless to say he was arrested after a shift kick to the head and held at gun point thanks to my pop :)

There is no place where it's supposed to be kept like a snap holder or anything like that. It has no place but the glove box and, specifically, the manual pouch. If it's not in the manual, then it's floating in the glove box somewhere or was removed and is now gone. I would imagine some people would keep them near the jack tools, but that's not where the factory put them.
When I got my truck in July, brand new, the owner's manual and all of the vehicle's material was shoved into a clear bag that had a Ford logo and a United Auto Workers logo on it...ironic for a Mazda, eh? The bag contained the owners manual pouch, vacuum sealed, the key codes, the spare tire key, and everything I could want.
