Mystery lever

I just bought a 1990 ford ranger standard 2wd, I was wondering if anybody could tell me what the lever between the emergency brake release and the hood latch release is? I have always owned f150 and never seen it before, thanks

I think the lever is actually a plastic cover for the diagnostic scanner input.

Might be the adjustment screw to the nut behind the wheel.
