Need help with hitch for towing trailer

Hi everyone first post here.

I recently purchased a 99 Ford Range 4x4.

The truck needs some work. The rear shackles are rusted off and the leaf springs are hitting the bed. The frame is rotted pretty bad in that area.

My friend is fixing it for me. He plans on putting new leaf springs/shackles on. He's gonna weld up the area and reinforce the bumper.

I need to be able to pull a kayak trailer with the truck. The trailer fully loaded weighs just under 500lbs.

If the bumper is reinforced (rewelded) can I pull the trailer with the bumper? It has a ball on it but it sits really high since it's a 4x4. Is there some kind of extention I can use to get the ball lower so the trialer is level?

I would rather use the bumper to tow if I could.

If I were to use a hitch reciever I'm gonna have to figure out how to attach it to the frame. The bolt holes might not be uesable after it's welded.

Heres a pic of the frame where the bumper and leaf springs attach.

That looks pretty rough! Once you're done reinforcing the frame the bumper would be enough if the trailer is as light as you say it is.

Personally I would put a hitch on it but it's up to you!
