Odometer Question

This might be a dumb question but hear me out:
My 2000 Ford Ranger 2.5L has a 6 digit Odometer with a 4 digit Trip Odometer. The 4th digit in the trip odometer is clearly for 10ths of a mile but is cleared with the rest when the reset button is pushed.
I think the 6th digit in the main odometer marks 1 mile increments i.e.- 178,502 is my current mileage, at least yesterday when I went to get the registration renewed.
While I was there the girl, who has been doing her job working with everything PennDot related for a long time said my mileage is actually showing 17, 850 and 2/10ths miles since the last digit is in 10ths, which would mean the odometer has turned over at least once.
So who's right?

Picture for reference.

She was wrong, you are right

10th miles are always designated by a different color than whole number miles on all analog odometers

So you are at 178,502 miles
And 3.5 or 4.5 10ths of a mile to be exactly accurate, lol
So 10th miles are there she was just looking in the wrong place

Digital odometers are the same, only whole miles, the Trip odometer will have 10ths of a mile

Dang.... a 2000 with only 18k? Tell her it's illegal to roll back the odometer.... especially 160,651.8 miles.

Lol, yea, that's what I told her.
But back in the day with 5 digit odometers, it just meant that it turned over at each 100,000 mile mark. It was a mystery how many times it turned over depending on the vehicle.

I well recall some registrations in my younger days, where one was supposed to manually enter the miles, stated, "EML"....Exceeds Mechanical Limit. So if you bought said vehicle, it could be 100,000 miles on it, if could be 500,000 miles. God only knew and He wasn't telling anyone.

Back when I was but a wee little one, getting to 75k on the odometer was rare.
