Need some suggestions!

Over the winter I took a backward ride into a snow drift. I spent 5 hours on Christmas Eve getting the Ranger out. Only damage to this 2002 XLT 4.0 Offroad Ranger was a rear wheel well trim piece and the splash guard. I've replaced the trim piece & am trying to get the splashguard replaced. I broke off a bolt that holds the bracket to the underside of the bed. Bold broke off flush. I've tried to drill the remaining piede, but the leaf spring is in the way. If I had a welder, I'd try to weld something to the bolt, but I don't. I tried to turn the broken piece with a chisel without success.

What should I try next?

Can you get a small grinding wheel or something similar in there to cut a line across the bolt so you can try turning it with a flathead screwdriver? Although if you broke the head of the bolt off I'd imagine it's stuck in there pretty well. But that technique has saved me a few times. A picture might help you get more useful responses so we can see how much room you have.
