Power Steering Fluid Flush Problem

Power Steering Fluid Flush Problem

I'm the third owner and to my knowledge, the only one who has given it any decent maintenance. So it's safe to assume my power steering fluid hasn't been replaced since the day it rolled off the line.
I jumped through all the hoops yet.
Just to be clear, here's the steps I took:

Put it on jack stands
Unplugged the return hose
Rotated the steering wheel until the fluid was gone
Added fluid until it drained clean substance.
Plugged the return hose back in
Rotated the steering wheel again and added fluid as need

Yet when I cranked the engine, the fluid went from clear to cloudy.
Any idea what may be wrong?

It's a '95 2.3 manual
